File Early: The Form 470 window is now open, and with the refresh of the Category 2 budget, an increase in applications is expected. Filing early helps avoid delays and allows for more time for vendor responses.
📝 Form 470 Tips
Quantities Matter:
Do not underestimate quantities on the Form 470. If a 3- to 5-year contract is to be signed based on the Form 470, ensure that the amounts are estimated for the contract's duration.
Plan for growth, replacement, or emergency needs.
Modules and Transceivers
On the Form 470 drop-down menu, Modules and Transceivers are not listed as separate items. If you are requesting these products, be sure to include them in the narrative or an attached RFP.
When applying for these components, select Internal Connections as the Category of Service, and choose either:
Switches, or
Antennas, Connectors, and Related Components
Keep in mind: If you select Switches, the cost of modules or transceivers will be considered part of the switch estimate and not an additional line item. This could result in a deduction from your overall estimated cost if not properly documented.
Include All Needed Categories:
Consider adding Basic Maintenance and Managed Internal Broadband Services (MIBS), even if you are unsure about their immediate use.
This prevents the need to file a second Form 470 mid-contract if services become necessary.
💡 Spare FRNs (Funding Request Numbers)
Spare Funding Is Allowed (with rules):
While E-Rate prohibits purchasing extra equipment “just in case, and it will sit on a shelf until needed”, why not create a “spare FRN” for critical, eligible items you may unexpectedly need?
Use only when required and track usage.
Spare FRN Management:
Review spare FRNs balances annually and return unused funds to the budget after the invoice deadline—do not carry over to the next funding year.
